Safety Improvements – Kessels Road & Orange Grove Road, Salisbury

Kessels Road and Orange Grove Road safety improvements

Council is making changes at the Kessels Road and Orange Grove Road intersection in Salisbury to make it safer for everyone.

Project overview

Council will be installing an additional mast arm on Kessels Road to help improve visibility of the traffic lights, making it easier and safer for drivers to navigate. They’ll also install a dedicated right-turn lane on Orange Grove Road and update the signal phasing so this movement changes from a filtered movement to being fully-controlled with a green arrow in the signal phasing. Making improvements for pedestrians by realigning the crossing points and installing new pram ramps as part of the works.

When will this work take place?

Most works will be carried out at night when traffic volumes are lowest. This will ensure everyone’s safety and also reduce the overall time to complete the works.

Start: From early February 2026.
Finish: April 2026, weather and site conditions permitting.
Time/day: Night works 7pm to 5am, Sunday to Thursday.

Why are we doing this?

The intersection is currently signalised with a green arrow as well as the option for motorists to make the right turn from Orange Grove Road into Kessels Road via a filtered movement. Between 2017 and 2021, there were 9 reported crashes at the intersection, 5 of the crashes resulted in hospitalisation and 4 resulted in medical treatment. Most of the crashes occurred when motorists were making this filtered
right-turn movement.
